How fast can I add new staff to the system?

Do I need e-receipt (e-adisyon) for my Ankara restaurant?
It applies to table service, and the obligation starts when GIB, the Turkish Revenue Administration, sends you a notice. There is no single start date for everyone. Will the POS keep working if the internet goes down?
For a short break, open orders stay on the device and sync once the line is back.
